Cold weather and frozen ground are no problem for the Hydro-Excavation process. With a truck-mounted water heater, warming water to 150° F, frost, at any depth, is not a problem. Utilizing hot water to penetrate the frost is a much more environmentally responsible way to excavate than other emission-producing wood or coal firing.
In addition, there is no set-up, unlike other ground-thawing devices. Once again, safety is a concern when many times excavating in frozen ground leads to dangerous actions around a utility such as "scraping" with the excavator bucket or using a pick.
